Olushola Okunlade Writes

The Director-General/CEO of the National Information Technology Development Agency (NITDA), Kashifu Inuwa Abdullahi, CCIE has spoken on activities of the E-Government training center (E-GTC).

He said “Digital technologies have brought about unprecedented opportunities to drive efficiencies, enable automation and change how society interacts and engages in all facets of life. The pace of change is advancing, as are citizen expectations, and globally, governments need to transform their operations to be more accessible, transparent, and accountable.”

“Apart from aligning to the global trend to move to E-Government, countries need a clear and defined agenda and supporting process to drive change and leverage technology.”

Abdullahi gave the update at Champions Day/Closing of 2021 service-wide capacity building program on e-Government on Tuesday, January 12th, 2022. He said “I am delighted to be part of the champions day celebration and closing of the service-wide capacity-building program on e-government. Today we celebrate the civil servants that distinguish themselves during their training.”

“Under the leadership of our able Honourable Minister Prof. Isa Ali Ibrahim Pantami, Nigeria has a clear agenda in National Digital Economy Policy and strategy (NDEPS) to achieve change and leverage technology in building a vibrant digital economy.

Mallam Kashifu Inuwa Abdullahi, NITDA Director-General.

“To achieve this vibrant digital economy, there is a dere need to build the capacity of civil servants that will drive and provide services to citizens and implement the e-Government Masterplan. Consequently, as part of the directive of President Muhammadu Buhari GCFR, during the official unveiling of the Digital Economy National Digital Economy Policy and Strategy Policy and Strategy (NDEPS) on the 28th of  November, 2019, the center’s sole mandate is to provide the capacity-building component of e-Government Masterplan implementation for civil servants across the MDAs.

“Subsequently, in December 2019, the Honourable Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, inaugurated a ten-man governing committee to oversee the affairs of the e-government training center. The membership of the committee comprises staff from the Ministry of Communications and Digital Economy, National Information Technology Development Agency (NITDA), Galaxy Backbone Ltd (GBB), Nigerian Communication Commission (NCC), and Public Service Institute of Nigeria (PSIN).

The committee engaged 16-Korean trained public servants as resource persons to train the trainers. Even though the proper training did not start until November 2020 due to the COVID 19 pandemic, the center has trained 1376 civil servants from 48 MDAs between November 2020 to December 2021.

Furthermore, the center adopted the Government cost-saving strategy of hosting events organised by partners-MDAs. The center has hosted 50 events spanning 184 days for interested MDAs in 2020 and 2021.

“In addition to jointly sponsoring the training at the center with the Ministry of communications and Digital Economy. The National Information Technology Development Agency (NITDA) has provided security & cleaning services, generator fuelling & maintenance, and other maintenance services to ensure a smooth day-to-day running of the center.

Furthermore, in terms of capital assets development, NITDA has provided the following after handing over to add value to the center:

i.      Landscaping of the surrounding

ii.      A dedicated power transformer

iii.     A dedicated water supply to the Centre

iv.     Three car park slots

v.     Expansion of training venues from 20 to 40-seater and from 100 to 120-seater capacities.

Similarly, a continuous internet connection is provided by GBB, and 35 additional desktops were provided by the Federal Ministry of Communications and Digital Economy.

As part of its plans for 2022, the center is targeting to train more civil servants, commencing executive capacity building for top-level decisions and policymakers such as permanent secretaries, CEOs of parastatals, and legislative members, and starting capacity building for both federal and state public servants outside Abuja.

The benefits of the training carried out by the e-GTC can not be overemphasized. Some of the benefits the training will provide to the civil servants include: Recognizing the opportunities e-government can bring and identifying and prioritizing where technology can be best applied to drive efficiencies, enable change and improve service delivery for Citizens. Understanding and analyzing where to apply technologies appropriately to enable a digital transformation that serves the Department and citizens. Developing and implementing a ‘Channel Shift’ strategy to encourage Citizens to take up and move to the most efficient e-enabled services.

NITDA DG concluded by appreciating the efforts of all relevant stakeholders in keeping the center up and running while congratulating the champions, and hope they will be ambassadors of the e-GTC.”
